Larry Ward, Chairman of the Constitutional Rights PAC, has a message for Senate Republicans heading home for the August recess: the base is watching, the base is counting, and the base is done being managed.
The SAVE America Act is not a fringe demand. It is the bill Republican voters were promised, the bill the House passed in February, and the bill that would require proof of citizenship to register to vote in a federal election. It has now failed six times on the Senate floor. The last one came in the dark, at 52 to 46, in the early hours of August 8, when most of the country was asleep. That was the point.
Here is the part leadership does not want discussed. That same morning, Majority Leader John Thune filed cloture on a crypto market structure bill, locking in the Senate's first week back in September for something other than election integrity. Then came the Friday night deal that shoved the rest of the SAVE Act past the recess entirely. Senators return September 14. They leave again in early October to go campaign. Three usable weeks, and the first one is already spoken for.
Leadership will tell you the votes are not there. Fifty three seats, sixty needed, nothing to be done. Save it. Nobody is asking Thune to conjure votes out of thin air. They are asking him to schedule the fight, force every senator onto the record, and make Chuck Schumer own the filibuster in public, over and over, until November. He will not do it. That is not a math problem. That is a choice.
Senator John Cornyn warned that keeping the Senate in session would demoralize the base. Chairman Ward's response is that the base is not demoralized by hard work. The base is demoralized by watching its own leadership schedule around the one bill it actually wants.
So here is the ask. Conservatives should tell every Republican senator, on the record and before the September session opens, that the next Majority Leader must be someone who will fight for this bill on the floor and let the country watch. A majority that will not use its own calendar is not a majority worth protecting.
Show up in November. Then clean house in the cloakroom.
